Using External HDD as media center

I intend to rip all my cds into an external hard drive, and use the HDD to play music files, as well as syncing audio files into mobile devices and burning CDs. I have the following questions:

Which is a good software to perform this task?

Which format is better, mp3 or wma?

What bit rate is recommended?

Note: Assuming my mobile device can play both mp3 and wma files. I do not need lossless or FLAC equiv, as it will take up too much space. I'm just thinking of either 192kbps. Is this good enough? What's your opinion? Also, is there any difference in sound quality between the above two formats, if they're ripped at the same bit rate?

Personally, I'd choose MP3

Personally, I'd choose MP3 because it's a more universal format. 192KBps will do you just fine if you're not a music aficionado, but if you switch to some half-decent headphones you'll notice the audio artefacting.

Exact Audio Copy is the program I've always used to rip my CDs - you can download an MP3 encoder for it as well.

I'd been using Windows Media Player, but I will try to experiment Exact Audio Copy, albeit there is no documentation on using the software.
