I want to burn backup copies of Sega Dreamcast games. How do I do this? Is there any special software or hardware that I need to do this since Dreamcast game has the GD-ROM format?

Sega Dreamcast games can not be read by a PC CD-ROM/DVD-ROM drive. As you've noted, they use a different format, GD-ROM. This format allows about 1gb per CD-ROM sized disc, however it is not readable by PC's.
There are cables available that allow you to connect your Dreamcast to your PC. It may be possible using special software (not licenced or endorsed by Sega) to use such a cable to read a Dreamcast game onto your PC. In the end, it becomes expensive and complicated and not really worth the effort. Your CD-ROM drive will not be able to read the GD-ROM's and your Dreamcast will not run any backup copies you make of games without a boot disc. In short, it's probably not worth it.
