I have a Power Colour x1600 pro and when I play FEAR i get these black dot on the screen when the shadows are on. Otherwise it works fine.
This also happens on Quake 4 and Tombraider: legend to a lesser extent.

First thought would be update the driver.

Try updating graphics drivers and installing game patches. (I know there's at least 1 for FEAR) and perhaps if you have the card Overclocked, set it back to standard clock speeds.
