I have recently upgraded to XP Home new installed on a new 80Gb HDD with 8Mb cache. All other PC components remained the same.
When I tried to install MS Train Simulator the installation failed after a % and message "Setup failed to extract files from (specific file). This is most likely caused by low memory (low disc space for swapping file) or corrupt cabinet file. Please restart your machine and run setup again."
The % and specific file varied for each attempt. The best managed being 99%.
MSTS loaded without problems with the previous installed OS Windows 98 SE with a 20Gb HDD.
