I have a D-Link DWL-2100AP and i am using it for a repeater for my existing Netgear WPN824. But i cannot get it to repeat, even without security disabled. It will pickup the signal and send it but i cannot access anything from the wpn824 network.

Two access points? Why? Even WITH security disabled! Try a wireless router - e.g. DI-624+.

hmmm... strange..

I'd check to see what your config is.. I know my Linksys WAP11 won't bridge or repeat anything other than a WAP54G or a WAP11

But my Netgear ME102 will work on anything... Maybe you could try it the otherway round and see what the outcome is?
