Just a thought:

Could there be a wireless network in your area that your Dell is trying to connect to? It could be next door or upstairs. There could be a wireless Access Point with the IP 58.xx.xx.xx locally.

I would keep Zone Alarm and tell Microsoft firewall to mind its own business.

Since you also powerdown your modem/router it could also be an issue with the way DNS numbers are being allocated on your network when you reconnect the DELL to the network.

I have recently advised a friend to set the IP address for his machines and not rely on DNS (either on Host Machines or ADSL modem/Routers) to allocate IP addresses. This seems to have fixed his connectivity problems.

Thank you for your reply. It may have been the way that my ISP was assigning IP addresses. I say was, because I have since changed to a different provider and the problem seems to have disappeared (touch wood).

As an aside, like you suggested I prefer to keep Zone Alarm as it was ZA that alerted me to the issue in the first place. Using the notebook as a standalone desktop replacement, I had actually disabled the wireless adapter as I wasn't using it and I thought that doing so would lessen my exposure to potential hackers.
