Why when connecting to internet with Internet Explorer do I get directed to http://runonce.msn.com/runonce2.aspx and not my home page?

That's because you must have updated Internet Explorer. To get rid of it, do these steps.
1. Open IE 2. Click on Tools 3. Go to "Internet Options." 4. When it opens, delete http://runonce.msn.com/runonce2aspx. 5. Type in your home page. 6. Click Apply. 7. Then OK.

I have already tried this but my home page is already listed there.

Try scanning for spyware and or adware.
