My Dell Inspiron 9300 (about 3 years old) with an Intel(r) Pentium(R) M processor 2.00GHz is shown to be running at 798 MHz. I downloaded a tester to clock the true speed of the processor and it says that it is running at 231 MHz. What could be the problem or do I need to adjust some settings or is this even fixable. I recently reinstalled windows (home) and that did not seem to help. I use to think I had power problems but my battery is new. Please help this has been an issue for some time.

Read this - http://forums.slickdeals.net/showthread.php?t=302769 - it would seem that intel speed step is slowing you down. You can set it to run full speed.

Have a look in the BIOS. Set it to the default settings.
