OS doesn't matter, you will struggle to find a laptop in the stores now with XP, pretty much everything is Vista (which isn't a bad thing, just life). Find the dbx files on the current system and copy them to the new system via USB key or whatever. They live at C:Documents and SettingsUser NameLocal SettingsApplication DataIdentities{Long string of numbers and letters}MicrosoftOutlook Express. Just copy the whole Outlook Express folder. Make sure that they are not read only after you copy the folder to the new system. Then set up you Outlook account and use the import wizard to import the mail. Pick Import Internet Mail and Addresses. If you used Address Book, the required file is here - C:Documents and SettingsUser NameApplication DataMicrosoftAddress Book. The file has a wab extension. Run a separate import on this file to import it into contacts.

Use the help file in Outlook Express and it gives a step by step guide of how to perform this task. Basically you have to transfer a number of files.
The other option is to use the Windows File and Settings Transfer Wizard which will copy not only Outlook files but other and configuration settings for yourself. If you haven't used that before, go Start, All Programs, Accesories, System Tools, Transfer and Setting Wizard.
