My OS is Win98SE. When I receive an email with an attachment .gif, I can only view the animated gif if I scroll down the email page. If I open the attachment the result is no animation.

What program are you using to view your email and what program are you using to view email attachments (if this is a different program). It may be that the viewer that is launched when you click 'open' does not support animated gifs, which is why you only see the first/last frame of the animation. Without knowing the viewer(s) it is hard to confirm this however.

You not doing anything wrong really. Animated GIF files can only be viewed withtt heir full animation in two ways, either using a program that shows animated gif files. Paint Shop Pro has such a program. Or an alternative way is through your email program which have already discovered. You can also view animated gif files using you web browser program. Just open up your web browser program and then use the address bar to point the program to the location of your picture.

Phillip Thomson is correct about the ways to open the animated gif, but perhaps a better suggestion is to use a FREE program such as Irfanview, which supports animated gifs. Simply choose "save to file" upon double-clicking the attachment, save to somewhere you will remember, such as "My Pictures", then right click the file, choose 'open with' and browse to the Irfanview executable. You can also set the preferences in the program so that it is associated with any (or none if you prefer for some reason) of the file types it supports (hundreds), and then it will open the file automatically. The program is available on many coverdisks, or can be downloaded from www.irfanview.com There are many other ways to 'skin this cat', but this is probably the best for ease of use and capability.
