In Australia, the 1000D will ship with either a standard twin lens kit, a single lens kit or an 18-55mm f3.5-5.6 IS; the 450D has the more expensive options of a single image stabilising lens, a dual IS lens kit or an 'enthusiast' lens with a super-fast USM autofocus motor.
